The Short Answer

However, if you already have rooftop solar panels, adding a plug-in kit counts toward your property's cumulative G98 network threshold (3.68kW per phase). Pushing past this limit moves you into the formal G99 Distribution Network Operator (DNO) application process for very minor gains. Furthermore, plug-in batteries remain excluded from the legal framework.

Plug-in solar—frequently called balcony solar or plug-and-play solar—is a small solar panel setup that plugs into an ordinary wall socket. Until now, you could not legally connect one to a UK domestic socket. From 27 August 2026, you can.
The question I keep getting asked is the interesting one: "I've already got panels on the roof. Should I be getting one of these too?"
Short answer: usually no. Longer answer below, because there is a catch about your existing system that almost nobody is talking about, and it could cost you weeks of delays if you get it wrong.

1. What Is Plug-In Solar?
It is one or two solar panels, a small box called a microinverter, and a lead with a standard three-pin plug on the end. You mount the panels on a balcony rail, a flat roof, a fence, or a garden frame, plug the lead into a socket, and the electricity feeds into your home's wiring and gets used by whatever happens to be switched on.
A quick word on the jargon: an inverter is the box that converts the direct current (DC) electricity that solar panels produce into the alternating current (AC) electricity that your kettle and fridge run on. A microinverter is just a small one, sized for one or two panels rather than a whole roof.
The appeal is obvious: no scaffolding, no electrician, and no roof mountings required. It is aimed squarely at people who have been locked out of solar until now—flat dwellers, renters, or households with heavily shaded roof space.
2. What Actually Changed in the Law on 27 August 2026?
Plug-in solar was not previously blocked because anyone thought it was inherently unsafe. It was restricted by a technicality. The British Standard covering UK plugs, BS 1363, did not allow a plug to be used to feed electricity into a socket. Sockets were legally defined as outlets, not inlets. That single rule made the entire product category unsellable here, even while European neighbours like Germany installed well over a million units.
The Department for Energy Security and Net Zero (DESNZ) launched a public consultation in June 2026, which drew 466 responses with over 85% supporting regulatory reform.
The statutory fix arrived via Statutory Instrument 2026 No. 848, signed on 16 July 2026 and coming into force on 27 August 2026. It accomplishes two primary things:

Important Regional Distinction: Northern Ireland
SI 2026/848 is geographically split. While plug manufacturing approvals apply UK-wide, the amendments to the Electricity Safety, Quality and Continuity Regulations 2002 (ESQCR)—which allow the device to connect without standard electrical installation certs—extend only to England, Wales, and Scotland. Northern Ireland operates under separate devolved electricity safety frameworks, so households in Belfast or Derry must check local network regulations before buying.
3. Is It Safe? The Independent Safety Findings
DESNZ commissioned an exhaustive 96-page electrical safety study testing representative plug-in systems across simulated domestic circuits and fault scenarios. The headline findings were reassuring: systems operated stably under tested parameters, with no evidence of sustained unsafe energisation or dangerous overheating.
However, the study identified measurable variation in build quality across market hardware—particularly around electromagnetic compatibility (EMC) and rapid anti-islanding shutdown. This is why the UK established its own strict Interim Product Specification. Do not assume any uncertified kit bought from an online marketplace is legal. A product must be certified against the UK specification to be sold and used lawfully.
4. What If You Already Have Rooftop Solar Panels?
While a rooftop system and a plug-in unit can operate physically at the same time, there is a major network connection catch that homeowners overlook.
Your Distribution Network Operator (DNO)—the organisation that owns the regional cabling and substations—regulates total generation capacity connected to your property under two Engineering Recommendations:
- G98: The simplified route for generation up to 3.68kW per phase. Your installer simply notifies the DNO after commissioning.
- G99: The formal application route required for generation exceeding 3.68kW. This requires advance submission and formal DNO engineering sign-off, which can take weeks.
The Cumulative Limit Trap: Generation capacity is measured cumulatively across your entire property. If you already have a 3.2kW rooftop solar array and plug in an 800W balcony kit, your total capacity becomes 4.0kW. You have pushed your home past the 3.68kW G98 threshold into formal G99 territory—adding administrative complexity and potential grid study delays for roughly £60 a year in extra generation.
5. Can Plug-In Solar Include a Battery? (No — The Critical Exclusion)
A widespread misconception is that plug-in battery storage is included in the new rules. It is not.
DESNZ explicitly confirmed in its consultation response that the regulatory update "does not cover other forms of plug-in microgenerators, such as small-scale wind or battery storage systems." Furthermore, SI 2026/848 specifically excludes devices that import electricity from the domestic wiring to store for later use.
If an online seller offers a plug-and-play balcony kit with an integrated plug-in battery pack, that battery unit is not covered by the 27 August 2026 legislation. Home battery storage must be hard-wired by a qualified electrician under BS 7671.
