Solar Panels on New Builds: What Builders, Councils and Housing Associations Need to Know in 2027
Forty years in renewables has taught us one thing: regulation moves slowly until it doesn't. And right now, it is moving at lightning speed. The Future Homes Standard (FHS) was signed into law on 24 March 2026 and officially comes into force on 24 March 2027, with a 12-month transition period. From March 2028 onwards, every new home in England must be substantially zero-carbon-ready—which, for almost all developments, means solar panels on the roof as standard.
What the Future Homes Standard Actually Requires
The official gov.uk announcement lays out the roadmap, but here is the practical summary for the 2027 rollout:
- Solar PV is effectively mandatory: Panels equivalent to 40% of the ground-floor area are required on 90% of new homes.
- The end of gas boilers: Low-carbon heating (usually air source heat pumps) is now required from day one.
- Home Energy Model (HEM): Compliance now uses the HEM methodology, making orientation and roof aspect critical to planning permission.
The official FHS Impact Assessment puts the additional build cost at around £4,350 per dwelling for the full solar, heat pump, and insulation uplift. In return, the tenant or buyer saves an average of £530 a year on energy bills.
For Housebuilders: Don't Wait Until 2027
Most housing developments plan two to three years ahead. Any scheme entering the design phase today will be built under FHS rules. Retrofitting solar after handover is a logistical nightmare compared to designing it in at the start. To understand the baseline tech, explore our Solar Inverter Comparison Guide.
Three Rules for 2027 Compliance:
- Design Solar Early: Roof pitch and orientation now dictate your HEM score. South and west-facing roofs are the winners.
- Automate DNO Paperwork: Any system over 3.68 kW needs grid approval under G98 or G99. We handle these bulk applications for you.
- Sell the Savings: Use "Zero Gas Standing Charges" and "£530 Annual Savings" in your sales narrative to attract buyers.
For Councils & Housing Associations: Funding the Shift
For local authorities and housing associations, the 2027 mandate sits alongside massive funding opportunities. The Warm Homes: Social Housing Fund and the Warm Homes Local Grant are replacing older schemes like ECO4, which closes at the end of 2026.
- Great British Energy Solar: Launched with £180 million for schools and NHS sites. Average school savings are reaching £25,000 per year.
- Warm Homes Plan: A £13.2 billion commitment to triple the number of UK homes with solar by 2030.
- Smart Ease Finance: Housing associations can now install at scale with zero upfront capital, as the system pays for itself via energy savings.

What the FHS 2027 Uplift Costs
| Element | Indicative Cost (per home) |
|---|---|
| Solar PV (FHS Compliant, ~3.5kW) | £4,500 – £6,500 |
| Battery Storage (Optional but recommended) | Sizing Dependent |
| Air Source Heat Pump | £7,000 – £11,000 |
| Total FHS Net Uplift | ~£4,350 |
